Pamplona has been recognized as the European city with the highest citizen satisfaction, with 98% of its inhabitants pleased to reside in the Navarre capital, surpassing the European average of 86%.?
According to a report by the Pamplona City Council, following European Commission standards, the city has risen from third to first place in citizen satisfaction among 84 analyzed cities.
This study, conducted in November 2024 with 858 telephone surveys, assessed aspects such as security, economy, mobility, public spaces, education, culture, health, air quality, noise, cleanliness, and governance.
Pamplona achieved positive results in nearly all parameters, highlighting neighborhood satisfaction (91%) and the perception of the city as a good place to live for various groups, including ethnic minorities, immigrants, young families, and the elderly. However, areas for improvement were identified in public safety and access to affordable housing.
